1. Editorial

Dear members, dear friends,

The EU is celebrating its 50 years of existence this weekend.

We are using this occasion to publish  a declaration celebrating what has been achieved, urging the 27 members states, the Parliament and the Commission to rebuild a consensus based on our values,that conserves the innovative substance of the draft treaty and thus will enable the Union to act with more unity of purpose and visibility if it is to contribute its full potential as a good global actor.

In brief:

The European Movement International:

  • Celebrates the sense of common purpose and hope engendered by the Treaty of Rome.
  • Commends the dynamic of enlargement.
  • Contends that these achievements were neither inevitable nor pre-ordained.
  • Asserts the need for strong and determined leadership and a high level of ambition for today’s generation of Europeans.
  • Urges the rebuilding of a consensus that conserves the innovative substance and progress represented by the new treaty.
  • Insists these core elements should not be diluted.
  • Calls for increased commitment, skill and determination in campaigning for the agreed outcome.
  • Believes that based on its values and capacity to act the European Union can be a 21st Century model of an open global society.
  • Observes that a segment of popular opinion seeks reassurance that the contemporary European project is an authentic political vision fit for a modern society and not only a platform for markets, economism and technocracy.
  • Recognises that anxieties provoked by the challenges of a globalised and increasingly interdependent world must be acknowledged honestly and addressed.
  • Presses the Union to act with more unity of purpose and visibility if it is to contribute its full potential as a good global actor relative to its size, capacity and values.
  • Calls for a more human face through greater investment of effort and resources in creating a European civic infrastructure in areas such as exchanges, twinning and volunteering.
  • Supports full respect for and implementation of the four freedoms.
  • Proposes that the time now has come to secure the financial autonomy of the Union.
  • Commits itself anew to the task of building a united Europe which will deliver peace, tolerance, prosperity and freedom to our peoples and to the wider world.

2. EU Agenda

2.1. The Berlin Declaration

The recent weeks have seen an increasingly heated debate surrounding the adoption of the so-called Berlin Declaration on the 25th of March, on the Anniversary of the Rome Treaties.

The first drafts have already circulated, but the question remains on the final content of the Declaration, where some of the issues (Enlargement, European Constitution) are still being disputed.

2.2. EU Leaders Agree to Cut Greenhouse Gases

At the recent Summit in Brussels, the Heads of State and Government have agreed to a very ambitious plan on cutting greenhouse gases and switch to renewable energy sources as part of the fight against global warming.

The final decision includes a binding target of 20 percent of renewable sources in the total energy consumption of the EU.

2.3. Fast-track for the European Constitution

The German Presidency will devote its second part until handing the helm to Portugal in July to the question of the future of the European Constitution. The Presidency is currently preparing a "road-map" that could include a short IGC during the second half of the 2007 and then ratification of a considerably slimmed Constitution until the European Parliamentary elections in 2009.

3.1. Pat Cox at the Youth Summit in Rome

The President of the European Movement International, Pat Cox, will attend the Youth Summit in Rome, a major gathering of young people discussing Europe on the eve of the 50th Anniversary of the Treaty of Rome.

The Youth Summit is organised by the European Commission in partnership with the European Youth Forum.

3.2. Pat Cox becomes founding member of EU-Russia Centre

Pat Cox, the President of the European Movement International, joined the founding board of the EU-Russia Centre an independent information and expertise resource for those interested in modern Russia and the future of EU Russia relations. The other members of the founding board are Paddy Ashdown (also President of the EU-Russia Centre), former UN High Representative in Bosnia and Herzegovina, Dr Guenter Burghardt, former EU ambassador to the United States (2002 - 2005) and Heidi Hautala, a Finnish MP (Green Party) and former MEP until 2003.

3.3. EMI and EU-Russia Centre organise a debate on Russia

The European Movement International in partnership with the EU-Russia Centre and the East West Institute organises a Lunchtime Debate on “What Kind of Russia Does Europe Want” on Wednesday, 11 April 2007 at Brussels.

Mr Pat Cox, President of the European Movement International will chair the session in presence of Lord Paddy Ashdown, President EU-Russia Centre; Heidi Hautala, Finnish MP, Green Parliamentary Group; George Bovt, Editor-in-Chief Business Week Russia and others, Russia; Gyorgy Schöpflin, MEP Hungary. Closing remarks will be done by the Ambassador Ortwin Hennig, Head of Conflict Prevention Program, East West Institute.

3.4. EU Briefing and De-Briefing workshop in Berlin

The European Movement International and the European Movement Germany organised a workshop on the "EU Briefings and De-Briefings" in Berlin, on the 13th of March. The international participants from the EM network were able to attend the De-Briefing on the last European Summit taking place on the same day in Berlin and then discuss the various options of internationalising the concept and bring it to more national capitals.

In June the De-Briefings will take place also in Denmark and Finland.

3.5. EMI meets in Berlin in June for the next Federal Council

The European Movement International meets for its next Federal Council on the 29th and 30th of June in Berlin. On Friday 29th the first international Briefing & De-Briefing will take place discussing the three EU Presidencies work plan.

This will offer an occasion to evaluate the German Presidency and explore the remaining items on the agenda for the Portugal's and Slovenia's Presidencies.

3.6. Visit of Mr Ismail Serageldin, Director of Bibliotheca Alexandrina

15/16 March 2007

At the invitation of the European Movement International, Mr Serageldin gave a speech to the Belgium Senate on the “Alliance of Civilization”. The Conference has been co-hosted by the European Movement International via its Vice-President: Mr Charles-Ferdinand Nothomb in partnership with the Belgium Senate and its President Mrs Anne-Marie Lizin.

During his visit in Brussels, Mr Serageldin and Mr Nothomb met different institutions and personalities such as Mr Figel, Commissioner Education and Culture,  Mr Landaburu, Director General DG Relex, the Economic and Social Committee but also the DG Information Society and Media.

The European Movement International organises a small rountable debate on the challenges of Climate Change open to NGOs, Members of the European Parliament and other interested groups.

The meeting will discuss the possibility of a combined EU-India leadership on the issue of Climate Change.

4.1. EM Belgium

Debate about European immigration policy

The European Movement Belgium in cooperation with «Le Soir» and the information bureau of the European Parliament in Brussels organize a debate about European immigration policy on March the 19th, 20:00 to 21:30, in the European parliament Spaak building.

The speakers will be Louis Michel, European Commissioner for Development and Humanitarian Aid ; Martine Roure, MEP member of the Committee on Civil Liberties, Justice and Home Affairs ; Philippe Hensmans, Director of Amnesty international Belgium (French speaking section)  and Richard Lewis, Senior research fellow at the Institute of European affairs at the VUB. The moderators will be Maïté Abram from the European Movement Belgium and Maroun Labaki from the newspaper Le Soir.

Brussels, Capital of Europe

On the 24 and the 25 of March, « Brussels, Capital of Europe » an event to commemorate the 50th anniversary of the treaty of Rome will take place in Brussels. Around 150 different places will be open to the Public during the all Week-end. All those places are linked with the 27 member's state of the EU. This Week end will be a good opportunity to watch exhibits, to taste food, to listen to concert and to learn about European culture and diversity. 4.2. EM Croatia

50th Anniversary of the European Union in Zagreb, Croatia

On the initiative and organization of European Movement Croatia together with Delegation of the European Commission to the Republic of Croatia and Embassy of the Federal Republic of Germany, under the high patronage of the President of the Republic of Croatia, the concert "European Sightseeing" will be held on the occasion of the 50th Anniversary of the European Union in the Concert Hall "Vatroslav Lisinski" in Zagreb, Sunday, 25th of March.

4.3. EM Denmark

The Executive Committee of the Danish European Movement recommends that the EU is awarded with the Nobel Peace Price in 2007. This was decided at a meeting of the committee on March 10 and sent out in a press release that appeared in a number of newspapers.

The activities related to the 50-year celebrations are widely spread all over the country. A number of local committees have organized events like debates, concerts, a buss trip to historical sights etc. In five cities members of the European Movement will hand out special Danish "Rome-cakes" with small European flags and post cards with a competition.

---

Finally the Danish European Movement will arrange a party with band, cheerleaders and DJ in central Copenhagen on May 26th. Everybody is welcome - no entrance fee.

The European Movement France organised the first "Etats généraux de l’Europe" in Lille on the 17th of March together with Europanova and Notre Europe. The large gathering that aimed to discuss Europe brought together some 4000 people.

4.6. EM Ukraine

EMU Implements European Standards in Social Sphere in Ukraine

European Movement Ukraine has started the informational campaign to support social charitable project “To Help Street Children”.
The project “To Help Street Children” is jointly organized by European Movement Ukraine and Caritas Ukraine and was presented at the press conference in Interfax Ukraine.
The aim of the project is to implement in Ukraine the European standards of social help, to give social security to those children who survive in tremendously improper social conditions.
“Help on the move” and “Network of social centers for kids” operate within the framework of this project. These centers provide kids with food, clothes, medical and psychological help.
The project works now in 9 Ukrainian cities and towns: Kyiv, Donetsk, Hmelnytskyi, Lviv, Ternopil, Drohobych, Ivano-Frankivsk, Kolomyya and Sokal.

4.7. EM Romania

14th of March – Symposium on Romania’s image after joining the European Union

On the 14th of March 2007, the European Movement Romania participated in the symposium on the theme “Handling the country’s image after joining the European Union”, organized by the cultural centre of Administration and Internal Affairs Ministry, in partnership with ‘Geopolitics’ magazine – Ion Conea Association. Ambassador Constantin Vlad, ambassador George Apostoiu, ambassador Romulus Ioan Budura,  univ. Prof. dr.  Radu Stefan Vergatti, Univ. Prof. dr. Dumitru Bortun, Univ. prof. dr. Nicolae Rotaru, univ. conf. dr. Neculai Nabarjoiu, univ. Conf. dr. Stan Petrescu, cc. dr. Daniela Antonescu, univ. lect. dr. Irena Chiru and Vasile Ursache, representing the Internal Affairs Ministry.

28th of March – Homage to the Treaty of Rome 1957

The European Movement Romania will render homage on the 28th of March the anniversary of 50 years from the Treaty in Rome by organizing an event in co-operation with Bucharest’s Society of History and by publishing an article in ‘Geopolitics’ magazine.

The symposium will carry on the theme ‘The meaning of the Treaty in Rome for Europe’s history’. At the event will participate all the history professors in Bucharest’s colleges, university professors, history and European affairs specialists, as well as press representatives.

4.8. EM Finland

Speak up Europe

The European Movement in Finland participates in the Speak up Europe campaign. The campaign magazine will be published on 19th March. Six panel discussions have been held in different cities in Finland within the framework of the campaign. Information on the events can be found here. The discussions have been well covered by the local media. The next event will be held on 24th March in Helsinki on the 50th anniversary of the treaty of Rome. A pamphlet on the future of the EU with well known writers will be published at the event.

The 50 year anniversary of the EU will also be commemorated by an exhibition on the advantages of European integration at the main railway station in Helsinki. The EM Finland participates in the organisation of the seminar together with the German EU presidency and the German embassy to Finland. The exhibition will take place every day 20th – 27th March.

EM Finland held a meeting of its local branches during the weekend of 17th-18th February in the northern city of Oulu. EM Finland’s local branch in Oulu arranged a European Gala during the meeting on 17th February. Pictures of the event are here.

4.9. EM Serbia

Youth Integration for Democracy

European Movement in Serbia is starting the implementation of the new project Youth Integration for Democracy from March 1st 2007. The overall goal of this project is to advance the process of reconciliation and promote Euro-Atlantic integration in former – Yugoslav countries. The specific objective is to encourage collaboration and exchange between young political leaders in the region. The activities involve gathering of the youth wings of pro-European political parties from the region (Serbia, Montenegro, Kosovo, Bosnia and Herzegovina, and Croatia) on two four-day seminars in Belgrade and Zagreb where they will be given lessons by eminent experts and university professors about Euro-Atlantic integration, regional cooperation and cross-border party cooperation. The seminars will include workshops and visits to institutions which are directly involved with EU negotiation process, while permanent dialog through internet forum will be established as well.

The project is supported by National Endowment for Democracy.

Welcome to Germany

German embassy in Belgrade in cooperation with five German foundations active in Serbia (Konrad Adenauer“, „Friedrich Ebert“, „Friedrich Naumann“, „Heinrch Böll“ and „Hanns Seidel), GTZ and European Movement in Serbia as local partner has organized a contest for Serbian Universities students from 12th  February until 12th March 2007 in the framework of the project “Welcome to Germany”. The aim of the contest is to select 55 students with high educational achievements and solid social activism. The selected students will participate on a two-week study trip to Germany and get an opportunity to meet German culture, society, people, establish contacts and gain valuable European experience. Over 1000 applications have been received and in the following days the organizers will select 150 students who will be interviewed in the second phase of the selection procedure. At the same time 26 high school students were selected and they are enabled to visit Germany through GTZ projects.

4.10. JEF

Give a Voice to the Citizens of Belarus! Pan European action 19 March 2007

The Young European Federalists (JEF-Europe) have for long been working to improve the democratic situation in Belarus. On the night of 18-19 March 2007 JEF organised a coordinated pan-European action in numerous cities across the continent to show support to the suppressed civil society and opposition movements in Belarus.

The action consisted of gagging statues in small and big cities throughout the continent that were symbolically prevented from speaking freely, much like the current situation of the people in Belarus. Signs such as "Give a voice to the citizens of Belarus" were hanged around the necks of the statues, just as in the pictures above.

We wanted to show the Belarusian citizens and democracy movements that they have support all over Europe and at the same time make sure that their situation is not forgotten about by the European public or by our governments.

This year the action took place simultaneous in US; Boston, Canada; Ottawa, France: Bordeaux, Nancy, Paris, Strasbourg, Lyon, Germany; Berlin, Chemnitz, Freiburg, Jena, Lithuania; Vilnius, Sweden; Stockholm, Lund, Gothenburg, Malmö UK; Edinburgh, York, Leeds, Nottingham Belgium, Brussels, Löwen, Portugal; Lisbon, Porto, Matosinhos, Latvia; Riga, Romania, Slovenia, Denmark; Århus, Copenhagen, Odense, Aalborg, Switzerland;

European Liberal Democrat Prime Ministers support the EU’s drive for a green and competitive economy

At the Liberal Democrat summit held on 8 March, ELDR Party President Annemie Neyts, Estonian Prime Minister Andrus Ansip, Danish Prime Minister Anders Fogh Rasmussen, Romanian Prime Minister Calin Popescu, Belgian Prime Minister Guy Verhofstadt, ALDE Group Leader Graham Watson, and European Commission Vice President Siim Kallas endorsed the ambitious and binding energy targets proposed by the German presidency of the EU.

In her opening statement, ELDR Party President Annemie Neyts stated that “the Liberal Democrat Leaders are committed to a high growth economy combined with measures combating climate change and promoting energy efficiency”.

The European Peoples' Party (EPP) and the EPP-ED Group in the European Parliament agreed to a Common Declaration on the 50th Anniversary of the Treaty of Rome.
