1. Editorial

Lectori saluti,

The network of the European Movement is gearing up for its activities in the framework of the Plan D. There will be as many as 300 activities organized in the next 15 months, where people from all possible distant places in Europe will be invited to raise their opinions and concerns on what the EU is doing and what it should be doing. In this respect, we are expanding our website www.whathaseuropedone.org and enriching it with a series of debates across the EU.

While reading the rest of the newsletter you will see that the European Movement is increasingly present at various levels. Our national councils and member organizations are doing a great job in promoting the debate on Europe in face of local populations, while at EU-level the International Secretariat is present where the interests of pro-Europeans are at stake. For instance the meetings with Commissioner Wallström, the Directorate-General of Education and Culture, the Liaison Group of the Economic and Social Committee were good opportunities to raise our voice.

The after summer debate about the future of Europe was given a good start by Nicolas Sarkozy, the supposed candidate for the French presidency, last week in Brussels. He concluded that the existing treaties were insufficient for a Union with 25/27 members and made detailed proposals for a more effective political European Union. He suggested among others:

  • the abolition of the unanimity rule even on tax issues,
  • immediate creation of the post of the EU Foreign Minister,
  • the right of initiative by the citizens,
  • one candidate for President of the Commission proposed by a “European political family”
  • the Commission President to compose the Commission and
  • the election of the European Commission by the European Parliament,
  • reinforced cooperation by member states (“open avant-garde”),
  • the EU becoming a legal entity,
  • suspension of the opening of new chapters of adhesion of Turkey.

You will find the complete speech in our EU Agenda section. In the coming month we will probably witness more important actors to speak about possible solutions to the EU institutional impasse. The next one to visit Brussels is Ségolène Royal, also a probable candidate for the Presidency in France.

2.1. A new Instrument for Pre-Accession Assistance (IPA)

The EU has launched a new financial instrument for pre-accession assistance given to the potential EU member states. This tool will replace the five existing ones: PHARE, ISPA, SAPARD, Turkey pre-accession instrument and CARDS.

2.2. Italy opens its labour market to the new EU members

The Italian government has decided to lift the restrictions imposed on the workers from the eight new member states (all but Cyprus and Malta) at the time of their accession in 2004. Italy thus joins UK, Ireland, Sweden, Finland, Spain, Portugal and Greece.

2.3. EU committs 7000 troops for the UN mission in Lebanon

The EU has decided to contribute significantly to the peacekeeping mission of the UN in Lebanon (UNIFIL) by committing 7000 of its troops. The two leading contributing countries are Italy with 3000 and France with 2000 troops.

2.4. Commission offers the first summary of on-line debates

As previously reported in our newsletter, the European Commission has launched on-line forums for the debate on Europe. After nearly 5 months of running, the first summary is available.

2.5. Nicolas Sarkozy heats debate on future of Europe

Nicolas Sarkozy, the current French interior minister and a candidate for the Presidential elections in France 2007, has recently visited Brussels and delivered a very strong speech on the future of the EU.

Most importantly, he suggested an agreement on a European "mini-treaty" that would contain most of the points not seen as problematic during the French and Dutch referendum campaigns.

According to Sarkozy such a "mini-treaty" would contain provisions for the election of the European commission solely by the European Parliament, a European Foreign Minister, replacement of unanimity by a "super qualified majority”, reinforced cooperation and citizens initiatives. On the financial side, the EU should become more independent and should bi financed by its own resources.

At the same time Sarkozy re-confirmed his resistance to the entry of Turkey in the EU and the importance of the so-called absorption capacity.

2.6. Towards a European Qualifications Framework?

The Commissioner in charge of education, Jan Figel, has presented a plan for the creation of a European Qualifications Framework for lifelong learning (EQF). If agreed by the member states, the initiative would set common rules for recognition of qualifications achieved in different educational systems accross the EU.

2.7. EU citizens support the creation of a EU Foreign Minister

The recent public opinion research done by the German Marshall Fund and Compagnia di San Paolo through their regular Transatlantic Trends, has shown that the majority of the EU citizens support the creation of the post of the EU Foreign Minister.

3.1. Pat Cox becomes patron of Humanity in Action European Parliament programme

The president of the European Movement International, Pat Cox, has become the patron of the Humanity in Action European Parliament (EP) internship programme. The programme brings young students from across Europe and from the United States to Brussels for intensive internships working with numerous Members of the EP with a focus on human rights, minority rights and international relations.

3.2. Secretary General of EMI to address the Europe for Citizens Forum

Mr Henrik H. Kroner, the Secretary General of the EMI, will address the Europe for Citizens Forum on the 29th of September 2006 on the topic "The future of Europe and its basic values".

The Forum is organized by the European Commission in the light of the new programme "Europe for Citizens" that will be launched for the period 2007-2013 as the main financial instrument to support Civil Society.

3.3. Pat Cox to Participate in the next International Bertelsmann Forum in Berlin

Pat Cox, the President of the European Movement International has been invited to attend the International Bertelsmann Forum (IBF) that gathers the most prominent world's leaders for two-days discussions in Berlin.

3.4. Mission of the Secretary General to Albania

Secretary General of the European Movement, Mr. Henrik H. Kroner paid a visit to Albania on 19th and 20th of July 2006. Mr Kroner was invited by two non-governmental organizations AGENDA Institute (a recently established think tank) and MJAFT Foundation (the most active movement in Albania) in an effort to establish the European Movement office in Albania.

Besides meeting the civil society leaders interested in setting up EM Albania, Mr. Kroner met with the Mayor of Tirana, with the Minister of Foreign Affairs of Albania, the Chairman and various members of the Committee for European Integration, visited the European Commission Delegation and gave an interview for one of the leading newspapers in Albania “Shqip” and also a public lecture on the role of the European Movement in the process of the European Integration.

3.5. EMI meets with Commissioner Wallström

Representatives of the European Movement International attended a meeting with the Vice-President of the European Commission Margot Wallström where cooperation with the European Civil Society has been debated.

Issues like the citizens initiative and alternative summits of Civil Society to run in pararell with the European Council meetings have been addressed. Particular attention has also been given to the activities of the various networks during the period of reflection.

3.6. EMI meets with DG Education and Culture

Representatives of the European Movement International attended the meeting of DG Education and Culture devoted to the preparation of the next "Europe for Citizens" programme. This will be the main financial instrument for the European Civil Society and pan-European projects in the years 2007-13.

4.1. EM Belgium

‘50th Anniversary of the negotiations of Val Duchesse 1956-2006’

In order to celebrate the 50th anniversary of the negotiations of Val Duchesse, the European Movement – Belgium is organising an “Open Door” day and an informative exposition on the fields of the domain Val Duchesse and in the Château Sainte-Anne.

The domain Val Duchesse and the Château Sainte-Anne, where the historical negotiations of 1956 took place which lead up to the Treaties of Rome in 1957, will exceptionally open their doors for the general public on 17 September 2006 from 10h00 until 18h00. The European Movement Belgium will organise many activities during the day.

‘Discover Europe-Evening: Bulgaria’

The European Movement Belgium and the Embassy of Bulgaria will organise a ‘Discover Europe- Evening: Bulgaria’ on the 28th of September 2006 at 19h00.

The Ambassador of Bulgaria will open the evening with a speech. The movie-documentary ‘Le frère ainé’ will be shown and ‘Le Trio de Sabin Todorov’ will give a jazz-concert. Afterwards everyone can taste Bulgarian wines.

4.3. EM Germany

EU-Briefing:
the Agenda of the Finnish Presidency of the European Council

The Agenda of the Finnish Presidency of the European Council was in focus on 7 September in the Finnish Embassy in Berlin. After a short introduction of European Movement Germany’s Secretary General Bernd Hüttemann, representatives of Finnish Embassy, German Federal Foreign Office, German Federal Ministry of Economics and Technology and European Commission presented the main topics of the Agenda. The reports were followed by a debate with German stake holders. Presumably, results of the EU-Briefing will be published in an issue of the free working paper series “EU-in-BRIEF”.

EU-in-BRIEF 06-3 published

The latest issue of the free working paper series “EU-in-BRIEF” deals with the discussion on the European Transparency Initiative, which is also a major goal of the Agenda of the Finnish Presidency of the European Council.

Start of the 54th “European Competition” 2007

With the beginning of the school year and under the motto „Equal Opportunities for Everybody“, outlining one of the EU major goals for the year 2007, the 54th European Competition has started. How concepts of “Europe” could be taught in school will be shown to students of different ages by drawn and written examples. These examples, for instance, encourage the students to examine the question whether men and women enjoy the same level of equal opportunities or to examine a media report on that topic.

The European Movement Luxembourg will have from the 15th September it's main premisses at the Château de Munsbach 15km from Luxembourg-city . The MEL share the magnificient castle with the „Institut Universitaire International Luxembourg“ .

60 years of Churchill speech in Zurich, Hertenstein conference: Between federal state and federation – historical foundation for the future of Europe?

Euromarkt - "Selling Europe Through the Wallet"

EM Switzerland launched a campaign called "Euromarkt". Flyers comparing the (high) swiss prices and the (cheaper)"european" prices Swiss citizens would pay if Switzerland was a EU member will be distributed in the main swiss cities. With this campaign, we seek to show that the European Union has brought cheaper consumption prices and better real wages. We believe this line of argumentation will help us to promote the accession of Switzerland to the EU among citizens-consumers through a less political and "academic" way.

4.9. EM Finland

European election debates

In Finland like in many other EU member countries, too, the turn out at the European Parliament elections has been alarmingly low. To tackle this problem and to find out reasons behind the phenomenon and possible ways how to increase the turn out at the next elections, the European Movement in Finland organised a series of four discussion events around the country.

Experts from different fields of life such as journalists, PR experts and teachers were invited to participate. On the basis of the discussions, a pamphlet was published and widely distributed to politicians at different levels. The results of the discussions can be found in Finnish on the website of EM Finland.

4.10. EM Serbia

200 best Serbian students came back from one month journey around Europe

The 200 best students of the Universities in Serbia have come back
from one month journey around Europe. The project TRAVELLING TO EUROPE, conducted by EMINS and partners made possible for them to travel; they got Inter-rail tickets and Schengen Visas for the summer of 2006, for traveling around Europe at their own choice. The best results of this project are students’ impressions and great interest of the media and public. How we have 300 best students (100 from last year + 200), future leading academic citizens, who encircled their education with one more life experience – getting to know European countries and citizens.

Vote for women’s government

In order to promote women and their participation in political, social and economic life of Serbia EMinS initiated in July 2006 a project “Vote for Women’s Government”. The project, implemented in cooperation with daily paper Blic and supported by OSCE Mission in Serbia, aimed to inform citizens about numerous women experts and professionals who are able to acquire greater responsibility for governing the country and introducing new arguments and new perspective into political debates. In the course of 21 days 161 women were presented in the categories of present governmental structure and the readers voted for their candidates. Expert women ‘government’ was formed by approximately 30 000 votes of the citizens in Serbia.

 

OSCE Mission to Serbia and the ambassador Hans Ola Urstad held a reception on 1 September for the virtual women’s governemnt of Serbia. In the following months public presentations of the political programmes of the elected women's virtual government will take place.

4.12. ELDR

ELDR leaders discuss next EU enlargement in Bulgaria

An informal meeting of Liberal Leaders from Europe was held on invitation of the Chairman of the NMSS Simeon Saxe-Coburg Gotha in his "Tsarska Bistritsa" Residence (Bulgaria) from 31 August to 2 September. Mr. Simeon Saxe-Coburg Gotha welcomed Annemie Neyts (ELDR Party President), Anders Fogh Rasmussen (Prime Minister of Denmark), Calin Popescu -Tariceanu (Prime Minister of Romania), Graham Watson (Chairman of the Alliance of Liberals and Democrats in the European Parliament), Lord John Alderdice (President of the Liberal International) and the European Commissioners for Enlargement and Scientific Research Olli Rehn and Janez Potocnik.

The attention was placed on the next EU enlargement to Romania and Bulgaria. Less than a month before the report of the European Commission and the summit of EU Heads of States, the guests made a commitment of lobbying for the unconditional accession of Bulgaria to the EU and identified themselves as a "strong team of friends". The EU respect for the date 1st January 2007 decided during the EU Presidency of Denmark is very important from a political point of view.

European Liberal Democrats' Congress in Bucharest to focus on security

Held every autumn, the European Liberal Democrat and Reform (ELDR) Party annual Congress is one of the largest political events in Europe. This year, the ELDR Party will hold its 27th Congress in Bucharest, Romania, on 12-13 October 2006. By holding its Congress in Romania, shortly before the country's expected accession to the EU, ELDR marks its commitment to spreading prosperity, democracy and individual freedoms across Europe.

During this Congress entitled "Working together for a secure and free Europe", the party is due to adopt its policy for the years to come on the key issue of balancing freedom and security. More than 300 Liberal Democrats from all over Europe will discuss the issue of Europe's external and internal security. Debates will notably focus on "Upholding Europe's legacy of freedom and openness" and "Making Europeans work together for a safer world". Fringe meetings will address the issues of "Combating human trafficking", "Liberalism in a Multicultural Reality" and "Secularism in Europe".

UEF Supports the EU’s participation in the unifil peace intervention

Political declaration of Mrs Mercedes Bresso, President of the UEF, at the occasion of the closing of the 23rd International Seminar in Ventotene

UEF expresses its satisfaction with the decision of the European Union to participate in the UNIFIL peace intervention in South Lebanon, and believes that this decision is the first step in taking responsibility for peace in the Middle East, which represents a vital interest for Europe. The intervention opens the perspective for overcoming US and Israeli policies founded on unilateralism and war.

UEF believes that a policy of peace in the Middle East must be based on a regional comprehensive project whose fundamental aspects are:

- the solution of the Israelo-Palestinian conflict, which implies the creation of two States along the lines indicated in the UN resolutions;

- the convening of a Conference for security and co-operation in the Middle East, which must also tackle the problem of nuclear disarmament in the region;

- the beginning of a process of regional integration on the basis of the European model, starting with Israel, Palestina, Lebanon and Giordania, which constitutes the pre-requisite for developing human rights and democracy in the region....

The EUROPEAN MOVEMENT is an international organisation open to all political, economic, social and cultural trends in civil society. Its objective is to "contribute to the establishment of a united, federal Europe founded on the respect for basic human rights, peace principles, democratic principles of liberty and solidarity and citizens' participation". Its 41 national councils and 21 associate member associations work towards bringing together representatives from European associations, political parties, enterprises, trade unions and individual lobbyists.
